Location It is in the room where Cortana's voice will ask "Do you like playing games?" Look for a purple console (may appear different as the ship is infested) that allows you to jump onto the Flood made out-crops on the side of the room. IGN recommends checking back on the replay of the level (in theater mode) using the free floating camera to see when the skull appears and disappears on that building (you can see it spawn and vanish if it is not picked up)
If you saved the Rocket Launcher from the downed Pelican, you can rocket jump by positioning yourself a suitable running distance from the platform with the skull, running at it backward, jumping as you reach the slanted floor and firing a rocket. One player (Person A) should drop their Grav Lift before the platforms, use it to go up to the fourth level (one below the skull), and wait for his partner (Person B) to join them
