Powerbook Medic 4 years ago @Wolfinstein - if you still have the original cracked LCD and it was at least partially viewable, I would try reinstalling that to see if the snowed out issue remains

Seems to me like the screen is beyond hope and is not responding to input via touching (lol), you should get it replaced or fix before you could use it again, I could be wrong and hopefully someone else could give you a better suggestion.
