What the note is saying is that even though the damage of enchantments is increased by the increased elemental damage perks, taking the perks won't allow your enchanted weapons to have the additional effects, so attacking with a fire damage weapon and the intense flames perk wouldn't fear your target. The final value would of course be higher for the axe, but I don't think the game considers that when calculating enchanting experience for the enchantment
This bow may appear to be just another above average bow, but it is actually one of the most powerful bows in the game if you factor in the special effects. Obviously everyone will have different opinions based on the looks and lore of the races (I am a fan of Argonians personally) but if you are looking for an easier time on your master play though then you should probably go with Altmer, Orsimer, or Brenton

Comments I think this process can be done in reverse, making items that have massive debuffs (this also bugs the game so they end up negatively priced). Fortify Restoration potions will also effect fortify smithing apparel in the same way that it effects fortify alchemy apparel, so once you're done making potions, quickly change into your fotify smithing gear and drink your fortify smithing potion

Alternatively, you may just want to keep the Fortify School and Magicka Regen in the meantime - after all, the greater the fortify, the less the cost on your spells (and thus, the less need for regen!)

There are pieces of armor with the 'Fortify Carry Weight' enchantment There are 6 alchemical ingredients with the 'Fortify Carry Weight' property and potions of the same name. The perk to steal coins more easily might be worth your effort or enchanted apparel for pickpocketing (like what you get for joining Thieves Guild) or potions
my two swords have a 77 and 75 (if i remember right off top of my head) charge on em but with one of them haven soul trap on it and with the amount of empty soul gems u come across keeping the swords filled is not an issue at all. absorb health in my opinion is a must and soul trap helps keep them filled while paralyze helps when dealing with mage type enemies cause their really the only type of enemy that can give me any trouble
