What the note is saying is that even though the damage of enchantments is increased by the increased elemental damage perks, taking the perks won't allow your enchanted weapons to have the additional effects, so attacking with a fire damage weapon and the intense flames perk wouldn't fear your target. The final value would of course be higher for the axe, but I don't think the game considers that when calculating enchanting experience for the enchantment

And bigger characters move faster (they take the same number of strides per second and each stride is longer) and hits harder (this is why the jumbo-sized versions of enemies you find in the wild are so much nastier than the small ones - their scale factor makes them hit harder). Obviously everyone will have different opinions based on the looks and lore of the races (I am a fan of Argonians personally) but if you are looking for an easier time on your master play though then you should probably go with Altmer, Orsimer, or Brenton

The racial let's you basically nullify the effects of Master difficulty and play against Adept-level enemies for a short period of time, which I find very helpful. My suggestion: for your 1st game, play- Nord, 2handed(axe), light armor, archary with blacksmithing and enchanting; factions: play warewolf and vampire but don't become any; of course Stormcloack side(just for immersion); 2 Nord companions and a Husky or bear follower

my two swords have a 77 and 75 (if i remember right off top of my head) charge on em but with one of them haven soul trap on it and with the amount of empty soul gems u come across keeping the swords filled is not an issue at all. absorb health in my opinion is a must and soul trap helps keep them filled while paralyze helps when dealing with mage type enemies cause their really the only type of enemy that can give me any trouble
